These are notes I took from Chapter 1 of The Basics of Public Budgeting and Financial Management by Charles Menifield, one of the textbooks I used for Evergreen State College's Public Budgeting (Summer 2022) class.

This chapter was mainly about how to budget for personnel services and operating costs, with special focus on how to calculate the parts of a personnel services budget (e.g., salaries, FICA/Social Security contributions, insurance, pensions, etc.).
